LINKING:You do not strictly need another web site's permission to link your site to theirs, but it's a good idea to get permission anyway. If you do link to another Web site without permission, be sure to link to its home page. There have been some disputes about links that bypass a site's home page, because this practice may cut into the linked site's advertising revenues. Linking images from another site is sometimes against the exceptable use policies for content from the site (for example, linking directly to large clip art sites is taboo). Even if your users create the links, you as the site administrator may be blamed. We take a good look at all images on your site.]

In contrast to a pop under ad, which appears behind (in back of) the browser window, a pop-up is more obtrusive as it covers other windows, particularly the window that the user is trying to read.
22.- Multiple broken links or external links? Links checked by Link checker. Sometimes you can go to a site and a link checker will bring up even hundreds of broken links. So a judge must go and check out each of them one at a time. [Explanation A number that may be divided by another number with no remainder: 4, 6, and 12 are multiples of 2.] We consider more than 6 broken links where the picture or text is simply 'not present.

- DEFINITION #1: Plagiarism is copying something without crediting the source.
- DEFINITION #2: Plagiarism is stealing. You must have a credit page or list upon the materials who authored the materials if other than yourself, author, or owner of the site. Before you post materials on a site you must first obtain permission for such use. This can be done via mail or e-mail and should be kept on file by the web master or owner. Sometimes a author or owner of a material or picture will not require you to post this information, we believe that a good web master or owner should post the information regardless, unless requested not to do so. Some pictures and materials over the internet has been changed and modified and the owner [s] are sometimes hard to track down.
24. Long load times exceeding 60 seconds in 56k. Load times are important. A visitor will not wait on long pages to load. Not everyone has the blessing of high speed and must use a modem. We check each page of your site for loading times. It is better to have 'more' pages this allows loading time to become faster for those who visit.

26.- Multiple spelling problems. [Explanation like more than that are right on a page then the next page and so on. If we find them we will place your site on hold and allow you to correct them. Proper grammar, we have found that many sites just starting out don't use 'proper grammar'. Is a mission of a web site about grammar? It is about making a difference. A purpose, a message. That is why our panel is made up of different levels of people. From a 13 year old to a College President. Our panel has found that we all are not with a education like many are blessed with and if the point the author is trying to put forth is made we will not draw a fine line in the sand. Like we said, one of our judges is a retired College President who even made U.S.A. today, and he is not grading papers, he grades the heart's message. But the eyes of our hearts is what we try to look from. Proper grammar is important as we do know, but some of us never had the chance to learn such. So we do make exceptions to both spelling and grammar, and give you a chance to correct these items. It is not in grammar and spelling that touch a heart, it is the words of the heart that touch ones heart that is what we look for. We recommend SpellCheck.net This program will check up to 20,000 characters.
27. Failure to fill out the application correct with all the questions is an automatic disqualification? Leaving a line empty on the application is considered not complete.

28.-Music is awesome but you must have a way to turn the music off from each page. You must also have permission to use even MIDI files from the author or owner of the file. If I have to download a special tool to view materials or listen to materials that also will be taken into consideration. Some people think that MIDI is not protected under copyright laws and that is not correct. You may also need a license to use those materials. If you use flash you must also have a way to 'Skip" it? We must also not be forced to download any programs to listen to your music.
